ANTI-COUNCIL RALLY DAY SET

A PUBLIC rally in the Civic Gardens on April 4 will call for the sacking of the City of Greater Bendigo council.

The rally will be held at 5.30pm to coincide with the start of council’s meeting.

Representatives from community groups, business leaders and ratepayers met on Wednesday to finalise plans for the rally.

The meeting saw the formation of a group, tentatively called Bendigo Ratepayers Association Council Scrutineers. BRACS spokesman Martin Ruffell said the rally would call for an administrator to be appointed until elections could be held.

"We believe council isn’t providing quality leadership for the community," he said.

"I have brought this together because we get so many people coming into the store and airing their grievances," he said.

"People are already tipping money in and other people are offering their skills where they can.

"It is the administration we are attacking. It is the councillors. It appears they have some sort of agenda. They don’t want to listen and they don’t have the views of the ratepayers at heart.

"There will be a petition circulated on the day that will call for the council to be dismissed."

Mr Ruffell’s agenda can also be questioned. His wife, Lisa, is convenor of the Epsom Huntly Action Group, which is fighting the council over plans to build a supermarket development on recreation land at Epsom.

Mr Ruffell said the campaign was bigger than just the Epsom issue.

"This is not just EHAG," he said.

"People involved include those against the landfill, we have a wildlife group on board, there are those with concerns over Hargreaves Mall, Lake Weeroona as well as the way major projects such as the car park and the Queen Elizabeth Oval facility have been handled."

Mayor Julie Rivendell played the news with a straight bat.

"I do think it is important for people to be able to voice their opinions," she said.

"Clearly when they do we need to try to assess whether there are fair and valid grounds for that.

‘We have been doing our best to improve the information we give out to the community and create more opportunities to talk to people on a one-on-one basis.

"However, there is always room for improvement."

    One has to wonder if this rally is being driven by a political party as I am sure one of the main aggitators stood for preselection with a major palitical party.
    The Ruffels need to accept the "umpires" decision as this council was elected democratically.

    It's about time someone called the City of Greater Bendigo to account for the lack of consultation with ratepayers and the community in general. We are all very tired of the "jobs for the boys' mentality that is rampant in our local government sector - and we all want to see transparent processes happening. Both Councillors and the Directors need to be made accountable - after all, they are supposed to be representing us as leaders of our community!

    It is great to see a long overdue and desparately needed stand being taken against the Bendigo Council. I have waited for nearly four years after moving out of Bendigo in the belief that its council was leading it to destruction. Some people believed I had over-reacted at the time; I'm sure they don't think that now. There are however some important things to consider. Sure the council should be sacked but I believe the elected officials main mistakes relate to their inability or unwillingness to challenge the executive management. The conduct of the CEO, certain directors and executive managers are the real issues that must be addressed. The Rally will probably prove to be an event in itself, but if it successfully leads to the State Government removing the councillors, then a crew of people need to form a team of candidates with a specific set of objectives to substantially overhaul the bureacracy.
    For a start the economic development and tourism unit can be scrapped and lets forget about big payouts to non-performers. Greater attention given to building cash reserves to assist into road and infrastructure. The brakes have to be applied to housing development big time.
    Officers should revert to proper titles e.g. town clerk answerable to council not omnipotent C.E.O and city engineer and staff. Directors should be known as Department Heads and four categories is plenty for Bendigo. We certainly don't need Directors who preside over 80,000 litres of water leaking from public swimming pools and doing nothing about it for 18 months. Business is business and can take care of itself; it does not need the nonsense people of council to advise or tell them what to do. I do believe that council has a role in preserving codes of housing appearance and conduct within the locality but this responsibility should rest ultimately with the elected councillors. This way Bendigo can become a model for other councils to base their operation on; lean and mean with a town clerk on a salary of say $85 to $100, 000 per year and everyone holding an accountable job as people are required to do in private industry. So lets back Martin Ruffell and the organisers and turn up the heat to get Bendigo back on track.

    Finally the community maybe able to put a nail in the coffins of the worst Bendigo council in 150 years, the gracious mayor has once again blurttered a patronising comment, to late for improvement
